The United Nations General Assembly has also adopted resolutions from time to time proclaiming an International Day, Year or Decade related to education, with the aim of focusing world public opinion on a particular aspect of education that is considered worthy of attention and support. Examples include International Literacy Day (8 September), World Teachers` Day (5 October), The International Literacy Year (1990) and the United Nations Decade for Human Rights Education (1995-2004). The spirit that animated the conferences was essentially that of the new (or progressive) educational thought associated with the BIE: expanding educational opportunities and promoting more child-centred pedagogies. The recommendations were not formal and purely consultative, and it was recognized that countries would adapt them to their individual circumstances. Their advantage to the participants (usually ministries of education) probably lay in the broad seal of international approval they gave to the policies that most countries were inclined to pursue anyway. Significantly, the majority of recommendations concerned the organisational and administrative aspects of education rather than its content, which would have been more difficult to manage politically. An analysis of these agreements could take one of many alternative approaches.

A historical approach is used here to draw attention both to the accumulation of these agreements over time and to the possibility that countries have found it easier to adopt new agreements than to implement the old ones. The focus is on agreements that are fundamentally global and are not limited to countries in a specific geographical region. The full text of all agreements specifically mentioned in the present document is available on the websites of the United Nations and the United Nations Educational, Scientific and Cultural Organization (UNESCO). From 1934, the BIE therefore undertook to organize an annual conference, the International Conference on Public Education, open to any country wishing to participate. More than thirty countries sent delegations to the first conference, and attendance at subsequent conferences increased. Delegations were invited to present reports on recent developments in education in their countries and to participate in a general debate on education issues selected by the IBE for consideration by the conference. The topics (usually three) were chosen to address policy issues of concern to conference participants. At the first conference, the topics discussed were, for example, compulsory education and raising the school-leaving age; admission to secondary schools; and economies in public education. Subsequent conferences examined topics such as the professional training of primary school teachers (1935); School Inspection (1937); and The Organization of Preschool Education (1939). In order to structure the discussions, the IBE also prepared a draft recommendation on each topic in the run-up to the conference, setting out policies that the conference might deem appropriate to advance the development of education. Following its deliberations, the Conference would adopt by mutual agreement a final version of each recommendation, taking into account the amendments proposed during the discussion. The main declarations adopted by the United Nations containing provisions on education are the Declaration on the Rights of the Child (1959); the Declaration on the Promotion of the Ideals of Peace, Mutual Respect and Understanding among Peoples among Young Peoples (1965); the Declaration on the Elimination of Discrimination against Women (1967); the Declaration on Social Progress and Development (1969); the Declaration on the Rights of the Mentally Retarded (1971); the Declaration on the Rights of Persons with Disabilities (1975); the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (1992); the Declaration and Programme of Action on a Culture of Peace (1999); and the Millennium Declaration (2000).

In addition, some other declarations containing provisions on education have been adopted by the International Conferences of States convened by the United Nations, in particular the Tehran Proclamation adopted by the International Conference on Human Rights (1968); the Rio Declaration on Environment and Development (1992); the Vienna Declaration and Programme of Action of the World Conference on Human Rights (1993); the Declaration and Programme of Action of the World Summit for Social Development (1995); and the Beijing Declaration and Platform for Action of the Fourth World Conference on Women (1995). “HubSpot Academy Terms of Service” means the terms and conditions applicable to participation in a HubSpot Academy educational seminar or certification made available on academy.hubspot.com/. This opened the door for the League of Nations to get indirectly involved in education issues. Other types of agreements include resolutions adopted by member States of international organizations, as well as international declarations and recommendations of an essentially non-formal nature, for which representatives of countries have expressed their support without formally committing their respective States to abide by them. The latter are usually developed and adopted by consensus at non-diplomatic conferences composed of a mixed composition of participants, often including representatives of international organizations and non-governmental organizations, as well as Governments. Perhaps the best-known example in the field of education is the World Declaration on Education for All, adopted in 1990 by the World Conference on Education for All in Jomtien, Thailand. .
